Job Summary

The Treasury Analyst reports directly to the Director of Taxes and is responsible for managing the Authority’s cash management function, risk assessment associated with capital markets, bank relations and compliance.  This position will work closely with the Chief Financial Officer of AWA to manage compliance with bond debt covenants and reporting to financial institutions.

Principal Responsibilities

  • Responsible for managing cash flow forecasting, liquidity planning, financial statement analysis and support investment strategies.
  • Develop cash targets to support efficient liquidity management.
  • Processes electronic cash receipts and cash disbursements and accounting.
  • Processes daily cash positioning activities including managing daily liquidity, cash position reconciliation and bank reporting.
  • Maintain excess operating cash to obtain maximum interest revenue.
  • Supports the Authority’s debt portfolio, including debt issuances and refinancings.
  • Supports compliance of the Authority’s debt covenant requirements.
  • Develop a structure to work collaboratively with lenders, rating agencies and financial institutions.
  • Maintains a deep knowledge of the water industry and regulatory developments impacting the Authority.
  • Leverage tools such as SAP ERP systems and other technology platforms (treasury management system) to enhance decision-making and tracking of Key Performance Indicators (KPI’s).
  • Establish and maintain an efficient system of policies and procedures that impose an optimized level of control over treasury activities and provide support for regulatory reporting.
  • Evaluate and monitor market trends to identify new investment opportunities.
  • Problem Solving: Most situations are complex and non-recurring, and the scope of the position would demand that the incumbent exercise high-level business problem-solving and independent, executive business judgment on an ongoing basis.
  • Accountability: Position reports directly to the Director of Taxes. Aquarion Water Authority is a quasi-public political subdivision of the State of CT. Services approximately 220,000 customers, and equivalent of 700,000 people in over 59 communities in CT.

Preferred Requirements

  • Superior management skills: ability to influence and engage direct and indirect reports and peers.
  • Self-reliant, good problem solver results oriented.
  • Experienced with fund or governmental accounting preferred.
  • Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical finance and administration initiatives.
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management, board of directors and other key constituents.

Education/Certifications

  • Minimum 5 years’ experience in a treasury, finance, or accounting. 
  • A bachelor’s degree in accounting, Finance or Business, required.
  • A master’s degree in related financial field, preferred.
  • Certified treasury professional or CPA is strongly preferred.

Salary

  • Job is classified as an exempt position with a salary range of  $103,000 to $125,000.
  • This role reports out of the Bridgeport, CT office.
  • Hours for this role are 8:00AM to 4:30PM, Monday through Friday.
  • After 3 months of successful employment, this role will be eligible for a hybrid schedule (3 days office/2 days remote). However, based on business needs—such as training, testing, or project work—the employee may be required to work on-site for specific periods. Any such adjustments will be communicated in advance.
